Section 162 in Bihar Board's Miscellaneous Rules, 1958

162. [ Maintenance and custody of Service Books. [Substituted by C.S. No. 1, dated 16.8.1966.]

- A Service Book with necessary leave account should be opened and maintained for every Government servant from the date of first appointment. Every step in the Government servant's official life including interruptions of service, promotions and reductions in rank and pay (temporary, officiating and permanent), transfer to and return from foreign service, all cases of suspension, discharge or dismissal, in fact all entries required for verification of service and determination of amount for pension must be noted in it with full details. A separate register for service books should also be maintained in the manner prescribed by Rule 299 of the Bihar Service Code, First Edition, 1952.The Service Books and the Register of Service Book shall be kept in double locks, one key being in the custody of the Establishment Deputy Collector and the other, of the Office Superintendent, at district headquarter. In the Sub-Divisions, one key should be kept by the S.D.O. and the other, by his Head Clerk.Entries in the Service Books should be attested by the Establishment Deputy Collector at Sadar, and the S.D.O. in the Sub-Divisions. Erasures and overwriting are strictly prohibited : corrections should be made neatly and attested as above. There should be annual verification of the entries, as provided in Rule 298 of the Bihar Service Code, by the Establishment Deputy Collector at Sadar, and the S.D.O. in the Sub-Divisions. Personal certificates of character should not be entered in the Service Book unless directed by the Head of the Department.The Service Book shall not be returned to the Government servant on retirement, resignation or discharge from service even in cases where he might have paid for it already.]
