Section 12(i) in Punjab Cinemas (Regulation) Rules, 1952
(i)The licensing authority may, if he considers necessary by general or special order, authorise a medical officer to inspect the sanitary condition of any of the places which have been licensed by him under section 5 of the Act and such officers may visit all parts of the premises for purposes of inspection at any time.
