Section 91(1) in Delhi Prisons (Inspection, Meetings and Duties of Officers) Rules, 1988
(1)The record of all persons who pass in or out of the jail prescribed by the preceding rule shall be kept in two separate books, namely :(a)a register of all prisoners with the names of the officers in charge of them, and(b)a register of all other persons.
