Section 865(2) in Rules under the United Provinces Excise Act, 1910
(2)Any person aggrieved with any order of the Excise Commissioner refusing to grant or renew a licence may, within thirty days of the order apply to the State Government for revision and the Government may make such order in the case as it thinks fit.
