(3)The fact finding inquiry into a complaint shall be conducted and completed within 90 days of the constitution of the Internal Sub-Committee:Provided that the validity orders of any inquiry shall not be called into question upon the inquiry not being completed with the stipulated period, due to reasons beyond the control of the Internal Sub-Committee.
