Section 154(4) in The Orissa Motor Vehicles Rules, 1993
(4)Notwithstanding anything contained in Sub-rules (1), (2) and (3) and design and laden weight of a locally manufactured trailer approved in any other State by a competent authority shall not necessitate approval by the appropriate authority of this State.
