Section 24(c) in United Khasi-Jaintia Hills Autonomous District (Management and Control of Forests) Rules, 1960
(c)the Chief Forest Officer may, for reasons to be recorded in writing, reject any applicant or accord approval subject to such conditions as he may deem fit to impose.
