wholly arbitrary and illegal, and consequently direct the respondents to
call for a fresh E-reverse auction by formulating a clear and transparent
model for recording bids in the E-procurement portal designed by the 3rd
respondent in the proceedings in the bid with respect to the Tender
No.Coal - 112, dated 21.7.2022.
