Section 45(1) in The States Reorganisation Act, 1956
(1)For the purpose of assisting the Commission in the performance of its functions under clause (b) of section 44, the Commission shall associate with itself in respect of each new State such five persons as the Central Government shall by order specify, being persons who are members either of the House of the People or of the Legislative Assembly of an existing State:Provided that such persons shall be chosen, so far as practicable, from among those members who were associated with the former 327 Commission in delimiting constituencies in any part of the territories of the new State.
