Section 6(6) in The Orissa Grama Panchayats Act, 1964
(6)It shall be the duty of the Palli Sabha at its annual meeting in February each year to give its recommendations to the Grama Panchayat in respect of the following matters in so far as such matters relate to the Palli Sabha area, namely :(a)the development works and programme that may be taken up during the ensuing year, and(b)the annual budget estimate submitted by the Grama Panchayat under Sub-section (1) of Section 98.
