(1)Notwithstanding anything contained in section 23, no right continued under clause (c) of sub-section (2) of section 15 shall be alienated by way of grant, sale, lease, mortgage or otherwise, without the sanction of the[State Government] [[Substituted by A.O.1950, for "Crown" and [Provincial Government],respectively.]]:Provided that, when any such right is appended to any land or house, it may be sold or otherwise alienated with such land or house.
