Inter alia, the sole contention argued by the learned rt counsel for the petitioner is that no valid reason has been communicated for cancelling the first tender dated 30th October, 2025 (Annexure P-3), for which the petitioner had initially applied. It is submitted that he was informed, vide e-

mail dated 8th December, 2025 (Annexure P-8), that a fresh tender dated 26th November, 2025 (Annexure P-1) had been published for the supply of the same equipment. It is, accordingly, contended that there is no valid reason for cancellation of the first tender process, and even as on date, as per the tender status available on the website, the opening of the said tender is still in process.

Notice, to the limited extent, to the State. Mr. Sidharth Jalta, learned Deputy Advocate General, appears and waives service of notice on behalf of the respondents. He seeks time to file a short affidavit, placing on record the reasons and producing the relevant record as to why the tender was cancelled.
