Section 8(2) in Punjab Home Guards and Civil Defence (Class I) Service Rules, 1988
(2)An appointment to the Service by promotion shall be made by selection on seniority-cum-merit basis and no person shall be entitled to claim promotion on the basis of seniority alone.
