Section 18(2) in The Orissa Motor Vehicles Rules, 1993
(2)Any officer of the Orissa Motor Vehicles Department not below the rank of Traffic Inspector may stop any motor vehicle the use of which in a public place, in his opinion is likely to constitute danger to the public an examine such vehicle.
