Section 81(6) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964

(6)If two or more national anthems are played they shall be played in the order in which countries are named in the collective toast.TABLE

Explanation1.- In all Naval Messes, whether on board or on shore, theabove toasts shall be honoured, seated, except on occasionsdetailed in clauses (a) and (b) of sub-regulation (2) when theyshall be drunk standing.
3 Foreign-                
  (a)One nation only is represented Headof State to which guests belong MessPresident ThePresident SeniorOfficer of foreign guests        
  (b)More than one nation is represented:-                
  (i)Ifhead of State visited is present in person Headof State visited. MessPresident Collectivetoast to heads of remaining States represented named in order ofthe rank and seniority of their respective representativesofficers present. MessPresident ThePresident Headof State visited.    
Explanation2.- This procedure shall also be followed if a Head of Stateis present, otherwise than in a port of his own country.
Explanation3.- If more than one Head of State is present, the MessPresident shall propose a joint toast to the Heads of Statespresent naming first the Head of State visited, or, in hisabsence, Head of State who is senior by date of accession. TheHead of State who is thus named first, shall propose the thirdtoast to the President.
  (ii)In a foreign port when Officers of the State visited are present. Collectivetoast to Heads of several States represented naming the Head ofState being visited first, and the remainder in the order of therank and seniority of the respective representative officerspresent. MessPresident ThePresident SeniorOfficer of foreign guests.        
  (iii)Otherwisethan at and(ii) (i)Collectivetoast to Heads of several States represented, named in the orderof the rank and seniority of the respective representativeofficers present. MessPresident. ThePresident SeniorOfficer of foreign guests        
4 Commonwealthand Foreign-                
  (a)Commonwealthand one foreign nation. Headof State to which foreign guests belong. Do. Headof State to which Commonwealth guests belong. Do ThePresident SeniorOfficer of foreign guests.    
  (b)Commonwealthand more than one foreign nation:-                
  (i)IfHead of State visited is present in person. Headof State visited. MessPresident Collectivetoast to Heads of remaining foreign States represented, named inthe order of the rank and seniority of their respectiverepresentative officers present. MessPresident Headof state to which Commonwealth guests belong Headof State visited. ThePresident Headof State visited.
Explanation4.- This procedure shall also be followed if a Head of Stateis present otherwise than in a port of his own country.
Explanation5.- Same as Explanation 3 with the exception that the thirdtoast shall be proposed to the Head of State to whichCommonwealth guests belong and a fourth toast to the President.
  (ii)Ina foreign port when officers of State visited are present. Collectivetoast to Heads of several States represented, naming the Head ofState visited first and the remainder in order of the rank andseniority of the respective representative officers present MessPresident Headof State to which Commonwealth guests belong. SeniorOfficer of foreign guest. ThePresident SeniorOfficer of foreign guests.    
  (iii)Otherwise than at (i) and (ii) Collectivetoast to Heads of several States represented, named in the orderof the rank and seniority of the respective representativeofficers present. MessPresident Headof the State to which guests of Commonwealth belong SeniorOfficer of foreign guest ThePresident   SeniorOfficer of foreign guests.  
Explanation6.- Should the Head of Commonwealth be present in person theMess President shat propose a separate toast to her before thefirst toast under 4(a), 4(b) (ii) and (iii) and after the firsttoast at 4(b) (i), in each case the subsequent toast to the Headof State to which Commonwealth guests belong, by Head of Stateor Senior Officer of foreign guests shall then be omitted.
