(2)Every person storing compressed gas cylinders and every person in charge of or engaged in the storage, handling and transport of such gas cylinders, shall at all times-(a)comply with the provisions of these rules and the conditions of any license relating thereto;(b)observe all precautions for the prevention of accident by fire or explosion;(c)prevent any person from committing any act referred to in sub-rule (1).
