5. Method of recruitment.
- Recruitment of Class II of the Service shall be made-(a)by direct recruitment on the basis of selection made in accordance with Rule 6;(b)by promotion in accordance with Rule 11;(c)Recruitment to Class I shall be made by promotion only in accordance with Rule 12.
