(3)On the presentation of a nomination paper, the Returning Officer shall satisfy himself that the names and roll numbers of the candidate and his proposer as entered in the nomination paper are the same as those entered in the list:Provided that the Returning Officer may overlook any inaccurate description or clerical mistake or printing error in regard to the names and numbers of the candidate and proposer in the list.
