4. Power of Inspector General to select a prisoner for Open Air Jail.
- Notwithstanding anything contained in rule 3 the Inspector General of Prisons may, for reasons to be recorded in writing, select any prisoner, who is not eligible under rule 3 for detention in Open Air Jails.
