Section 32(5) in The Dock Workers (Safety, Health And Welfare) Regulations, 1990
(5)When deck cargo is stoved against ship's bulwark or hatch coamings and at such a height that there is a danger to the dock worker of falling overboard or into the open hold, suitable fencing shall be provided to prevent such fall.
