Section 37A(1) in The Wild Life (Protection) (Orissa) Rules, 1974
(1)For the purpose of transfer or transport under Sub-section (2) of Section 30 or Section 43 of the Act, every person shall apply for permission to the Chief Wild Life Warden, on that authorised officer in Form No. 24(2). On receipt of the application, made under Sub-rule (1), the Chief Wild Life Warden or the authorised officer may after making necessary enquiry within a period of seven days from the date of receipt of the application either grant or refuse to grant the permission :Provided that no such permission shall be granted unless the Chief Wild Life Warden or the authorised officer is satisfied that the animals specified in the Schedule or animal article, trophy or uncured trophy, as the case may be, has been lawfully acquired :Provided further that no such permission shall be refused unless the applicant has been given a reasonable opportunity of being heard.
