Section 91(1) in The Himachal Pradesh Panchayati Raj Act, 1994
(1)A meeting of a Zila Parishad shall be either ordinary or special and except as otherwise provided under this Act, the meetings of the Zila Parishad shall be convened by the Chairman and, in his absence by the Vice Chairman.
