Section 6(a) in The U.P. Rice and Paddy (Levy and Regulation of Trade) Order, 1985
(a)shall purchase rice from any person including a licensed miller having a rice mill of huller type with not more than one huller operating in area other than urban area also at the notified price if it conforms to the specifications notified;
