Section 2(1)(j) in The Jammu And Kashmir Juvenile Justice (Care And Protection Of Children) Act, 2013

(j)"fit person" means a person, being a social worker or any other person, who is prepared to own the responsibility of a child and is found fit by the competent authority to receive and take care of the child;
