Section 128(3) in The Orissa Urban Police Act, 2003
(3)All such regulations and the amendments thereto shall be deemed to be the rules for the purpose of Section 24-A of the Orissa General Clauses Act, 1937 and shall be published in the Gazette, and every such regulation and amendment made thereto shall also be published in the locality affected by their operations affixing copies thereof in conspicuous places near to the building, structure, work or place, as the case may be, to which the same specifically relates or by proclaiming the same by the beating of drum or by advertising the same in the local newspapers or by any two or more of these means:Provided that any such regulation and amendments therein may be made without publication in the Gazette, if the Government is satisfied that circumstances exist which render it necessary that such regulation or amendment, as the case may be, should be brought into force at once.
