Section 37(1) in The Rules of Procedure and Conduct of Business in Rajasthan Legislative Assembly, 1959
(1)Subject to the provisions of sub-rule (2), a question may be asked for the purpose of obtaining information on a matter of public importance within the special cognisance of the Minister to whom it is addressed.
