Section 31(1) in The Delhi Agricultural Produce Marketing (Election) Rules, 2000
(1)Immediately after expiry of the period within which candidatures may be withdrawn under sub-rule (1) of rule 30, the returning officer shall prepare and publish in Form '10' a list of contesting candidate, that is to say candidates whose nomination papers have been finally accepted and who have not withdrawn their candidature within the specified period.
