(12)for the regulation of hotels, lodging houses, boarding houses, choultries, rest-houses, emigration depots, restaurants, eating houses, cafes, refreshment rooms coffee houses, tea stalls and any premises to which the public are admitted for repose or for the consumption of any food or drink.
