Section 4 in The Orissa Maintenance of Orphanages Rules, 1985
(4)The management of an orphanage interested in securing recognition shall make an application in the Form set forth in Annexure 1. The application shall be in duplicate and shall be submitted to the District Social Welfare Officer who shall receive it on behalf of the Collector.
