Section 17(1) in Haryana Panchayati Raj Election Rules, 1994
(1)The State Election Commissioner or when so authorised by him the District Election Officer (Panchayat) may appoint one or more persons as Assistant Returning Officer (Panchayat) to assist the Returning Officer (Panchayat) in the performance of his functions.
