Section 33(1)(i) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961

(i)to classify fairs and festivals, other than those that are or may hereafter be managed by the State Government as festivals, Gram Panchayat fairs and festivals, Kshettra Panchayat fairs and Zila Panchayat fairs and festivals for purpose of management and control by Gram Panchayats, Kshettra Panchayats and Zila Panchayat respectively and to reverse such classification when so deemed necessary or desirable;
