Section 6(3) in The State Pharmacy Council Rules, 1951
(3)Candidate qualified for election must be proposed and seconded by persons qualified as electors. The nomination paper should be in Form B. No elector shall propose or second the nomination of more persons than are required to fill up the vacancy or vacancies. Provided also that if more nominations than are required to fill up the vacancy or vacancies to be subscribed by the elector, all nominations subscribed by him shall be hold to be void.
