(1)No flammable material shall be stored within thirty metre of any oil well except for fuel in the tanks of the operation equipment:Provided that, where special conditions exist, the manager of the mine may permit such storage within the aforesaid limit in writing based on risk assessment made and subject to observance of the control measures under the charge of an official as he may specify therein.
