Figures in the accounts shall be in Hindi or English or bilingual characters. Books of accounts and registers shall be substantially bound and paged before being brought into use. Before any accounts book, register or Receipt Book is brought into use, the number of pages contained therein shall be counted and result recorded in a conspicuous place on the first page of such book or register under the signature of the Secretary.
