Section 11(1) in The Bihar and Orissa Medical Act, 1916
(1)If any member dies, or resigns his membership, or ceases to be a member as provided in Section 10, the President shall forthwith report the fact of the vacancy thereby caused to the [State] [Substituted by A.L.O.] Government and the vacancy shall be filled, as soon as possible, by a fresh election or nomination, as the case may be, under [sub-section (1) of Section 4 or under] [Substituted for the words and figure 'Section 4 or' by Bihar Act 16 of 1947.],
