Section 6(1) in The Sikh Gurdwaras Committee Election Rules, 1959
(1)The Chief Commissioner, Gurdwara Elections, when in existence, otherwise the State Government] shall by notification in the official Gazette publish a list of symbols and may in like manner add to or vary such list.
