Section 81(7) in Orissa Panchayat Samiti Accounting Procedure Rules, 2002
(7)The Chairman of the Panchayat Samiti shall have power to ask for re-check of the works already check-measured before the payment of the final bill. In such case, the technical authority next higher to the authority who had earlier done the check-measurement shall carry out the re-check and in case of work check-measured by the Block Development Officer, the Executive Engineer shall do the re-check :Provided that a work shall not be split up so as to avoid check-measurement by the Assistant Engineer or the Executive Engineer, as the case may be.
