Section 9(4) in Goa Lotteries (Regulation) Rules, 2003
(4)If any defect or deficiency is noticed in the printed tickets, it shall be brought to the notice of the Director. Under no circumstances, the defective tickets shall be sold. The purchaser or agent/agents, shall get correct numbered tickets in exchange for defective tickets.
