Section 352(1) in West Bengal Municipal Corporation Act, 2006
(1)If it appears to the Commissioner that any land or building belonging to different owners may be drained or the drainage thereof may he improved more economically or advantageously in combination than separately, the Commissioner may cause such land or building to be drained, or the drainage thereof to be improved, in such manner as he may consider fit.
