Section 5(1) in Bihar Privileged Persons Homestead Tenancy Rules, 1948
(1)The Collector shall either himself make local enquiry or have such inquiry made by any responsible officer not below the rank of a Circle Inspector or Welfare Inspector and satisfy himself as to the correctness or otherwise of the contents of such applications.
