(1)Subject to the provisions of this Act, every Pawn Broker shall on payment of the principal and interest, deliver the pledge to the pawner.(2)Except as otherwise expressly provided in this Act, a Pawn Broker shall not be bound to deliver back a pledge unless the pawn-ticket, is delivered to him.
