- If any difficulty arises in giving effect to the purposes of this Act, the State Government may take steps or issue such orders not inconsistent with the provisions of this Act as may appear to it to be necesary or expendient for the purpose of removing such difficulty:Provided that no such order shall be made after the expiry of a period of two years form the date of commencement of this Act.
