Section 78(1)(f) in Bihar Coal Mining Area Development Authority Rules, 1988

(f)any other place or receptacle where water accumulates or is stored is breeding or is likely to breed mosquitoes, the Chief Medical Officer may, by written notice require the owner or occupier of the land or building in which such breeding place is situated to cleanse, or fill up with suitable material or drain off or remove water regularly and at specified intervals from the same or to take such action there as the Authority may deem necessary within such period as may be specified in the notice, at the expense of the owner or occupier.
