Section 20(1) in The U.P. Cane Development Department Ministerial Service Rules, 1978
(1)On the occurrence of substantive vacancies, the appointing authority shall make appointment by taking candidates in the order in which they stand in the list prepared under Rules 15, 16, 17, 18 or 19, as the case may be.
