Section 46(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Courtesy Calls on the President shall be made by all officers of the rank of Commander and above, by signing in the Visitors Book kept at the Rashtrapati Bhavan, on the following occasions :(a)on transfer of the officer to and from Delhi on permanent duty;(b)on assumption of office by the new President (by officer staying in Delhi only).
