Section 9(5)(b) in The Bihar Mica Rules, 1948

(b)that the licensee shall not buy mica other than manufactured mica from a person resident or carrying on business in a controlled area unless such person is a licensee, registered proprietor or digger, or a person exercising the right conferred by sub-section (3) of Section 4.
