Section 5(2) in The Indian Electricity Rules, 1956
(2)Every supplier, consumer, owner and occupier shall afford at all times all reasonable facilities to any such Inspector or officer to make such examinations and tests as may be necessary to satisfy himself as to the due observance of the provisions of the Act, the terms of the license (if any) and these rules.
