Section 23(1) in The Gujarat Professional Civil Engineers Act, 2006
(1)When on receipt of a complaint made to it, the Council is prima facie of the opinion that any professional civil engineer has been guilty of professional misconduct which, if proved, would render him unfit to practice as a professional civil engineer, the Council may hold an inquiry in such manner as may be prescribed by rules.
