(3)A Group 'C' or Group 'D' employee may be reduced in rank or subjected to diminution in emoluments such as deficiency in administration, unsatisfactory work or conduct, lack of interest in co-curricular activities or discharge of examination duties or doubtful integrity. Reduction may be lo a lower scale or time-scale of to a lower stage in the time-scale.
