Section 46(1) in The Port Of New Mangalore Rules, 1976
(1)The loading and unloading of vessels in the port shall be subject to the control of the Traffic Manager who may, at his discretion, prohibit the discharge of such goods in the port which in his opinion are likely to obstruct traffic or cause congestion or hinder the convenient use of the port.
